and 3.7 at 90%
3.3 at 87%
3.0 at 83%

What do you mean by backlogs? Are they the subjects that are missing to finish your undergraduate degree?

I graduate with B.Sc in Enviromentale Engineering unfortunately I couldn't manage to get very good grad. I got 2.5 out of 4.0 scale, as stated by our Institute the grad 2.5 is around 74.3%, our BSc is Thesis Base. I pursue M.Sc in Chemical Engineering in different University, with preparatory Classes and Master degree courses I got 3.33 out of 4.0 scale (In this U. with 3.33 around 88.2%) .The question is: If I am applying for PhD in Ch. Eng. does it effect me the B.Sc GPA to get PhD admission?
No your MS GPA matters way more in this case and you don’t need to worry about bachelor GPA

Profile sounds good. If you can get a good GRE score, go for it.

Not really. If you have a good SOP and cover letter, you can still get in.
But management courses also list a a grade point of 4 as a min requirement
Look into universities that don't list a clear cut threshold.

Some offer full findings, some don’t. It depends on your profile in the end. You can check university websites for more details about fundings.

Yes, write a good admissions essay and explain the impact of COVID on your studies in that. That will make your essay stand out and be memorable. It will also give you a chance to convince the selection committee that you can improve , as you did in 11th and 12th grade.

With this GPA it might be very difficult to get admission, you might want to consider other options like work in the industry, another bachelors degree, a diploma, or work.
That said, it’s not impossible if you have the finances.

You can get in, onee e and c doesn't stop you. But repeat those if you can. Or take the same courses online and get some certification.
