In Winter Soldier, Steve and Natasha were told that it was Hydra that killed Tony's parents, nothing more, but he kept that information to himself, when he finally came upon his old friend, he desperately wanted that friendship back. He had no idea that it was Bucky that killed them. The dynamic between Steve and Tony is Morals vs Ethics, they tend to work together but may clash somewhere along the line.

Ultimately the events of Infinity War and Endgame prove that Rogers, not Stark, was in the right. The Accords divided the Avengers, which ultimately led to Thanos' victory. But under Rogers' united leadership, it was undone.

-New York: Literally nothing they could have done, if they weren't there it would have been so much worse. However maybe Hulk may have done some collateral of his own but it was probably necessary considering the circumstances. -Ultron: 100% on Stark...period honestly. Bucky didn't kill Tony's parents from his own will, (why do u think they've read him those words from the red book, DUH), he he was mind controlled, which means he's far from being guilty and yet u wanted Tony to kill him. Bucky was long time prisoner of war, tortured and abused for 70 years for doing Hydra's dirty job. Bucky's destiny is one of the saddest ones in the MCU but u want him getting killed.
In the comics the civil war started because they wanted all the super heroes to register and identify themselves. Cap was against it and Tony for it so it created a divide inside the super hero community. I think both sides in the movie are valid to a degree. We often default to 2 choices. Team Iron Man. It's more fleshed out in the comics, but overall it's a clash between pragmatism (Iron Man) and idealism (Cap). In a perfect world Cap's got the right perspective, but we don't live in a perfect world, and if the Avengers don't accept the Accords they'll only be subjected to something worse later.
Ironman is trash in the comics. He hired supervillains to murder other heroes. Daredevil calling him Judas after giving him a silver coin will forever be iconic.

Basically, all Cap was doing was preventing Bucky from being killed. Bucky was brainwashed by Hydra. Bucky needed to be stopped, but not killed.

Also Natasha gave Steve the file from Bucky's captive years as WS at the end of the movie. I'm pretty sure Sam saw the file too, so Steve, Natasha and Sam all knew about Bucky's involvement in the Starks' death...

There is whole lot more involved than just Bucky though. Tony is right that there need to be some from of oversight, but Cap also have valid resons to be sceptic. When it comes to that issue, both sides are right.

You both are looking at captain America from the wrong point!!!! When you say he pissed you off!! Think about it for a second…really! Your best, best, friend of all your friends that you grew up with that is actually family gets captured and brainwashed to do horrible things that he couldn’t control! Your telling me you wouldn’t do everything you can to save him, to believe in him, to give him the benefit of the doubt,etc…? Remember the rest of the Avengers(especially Tony) captain has only know for a couple of years!! Not nearly as long as Bucky!! So of course you(and captain) would go through hell to protect him!! And in the end captain was RIGHT!!! Bucky was innocent!! And nobody would listen!! Not even Tony!! So that’s why the fight had to break out in order to get Tony and the rest of the Avengers to listen and wake up and see the actual truth! You will see why in upcoming marvel movies why Captain integrity, honor, heart for what is TRULY right should never be questioned or make you mad at him. -New York: Literally nothing they could have done, if they weren't there it would have been so much worse. However maybe Hulk may have done some collateral of his own but it was probably necessary considering the circumstances.

Cap was against it and Tony for it so it created a divide inside the super hero community. I think both sides in the movie are valid to a degree. We often default to 2 choices. Team Iron Man. It's more fleshed out in the comics, but overall it's a clash between pragmatism (Iron Man) and idealism (Cap). In a perfect world Cap's got the right perspective, but we don't live in a perfect world, and if the Avengers don't accept the Accords they'll only be subjected to something worse later.
