He had no idea that it was Bucky that killed them. The dynamic between Steve and Tony is Morals vs Ethics, they tend to work together but may clash somewhere along the line.

Ultimately the events of Infinity War and Endgame prove that Rogers, not Stark, was in the right. The Accords divided the Avengers, which ultimately led to Thanos' victory. But under Rogers' united leadership, it was undone.

Bucky didn't kill Tony's parents from his own will, (why do u think they've read him those words from the red book, DUH), he he was mind controlled, which means he's far from being guilty and yet u wanted Tony to kill him. In the comics the civil war started because they wanted all the super heroes to register and identify themselves. Team Iron Man. It's more fleshed out in the comics, but overall it's a clash between pragmatism (Iron Man) and idealism (Cap). In a perfect world Cap's got the right perspective, but we don't live in a perfect world, and if the Avengers don't accept the Accords they'll only be subjected to something worse later.

Letting Bucky be punished by Tony is no different from sentencing a falsely accused person.
