    A good restroom sign to anticipate and defuse any issues: "This Restroom is Inspected and Cleaned Every (30) minutes. If There is an Issue, Please Tell a Member of Our Staff." Otherwise, a cleaned restroom could become unacceptable a few minutes later, leading to a complaint. A customer reading the sign and informing staff of a problem is not a complaint in my opinion.
