The needles missing as in up and out of work are so all the needles in the cylinder can be used and the opposite side of the flat piece not knitted while finishing this edge of the flat piece. To make a nicer edge we will lift the first needle to create a slip stitch on the beginning of each row = looks nicer. If one is joining panels later (as per my sweater done on a csm) link www.csmlove.com/blog/2020-nov-1-csm-sweater-10 It is easier not to slip stitch an edge if joining the panel there later while a non-joined edge looks nicer slip stitch made.
