If Luffy is the natural counter to Enel, Mr 1 should be the natural counter to Luffy, since he has only cutting attacks and Luffy made of rubber.
Luffy can’t nullify cutting attacks but that doesn’t mean he is weaker to them than any normal person or someone without a defense against them
