They could take some inspiration from Poseidon in Age of Mythology. And have the upgrade spawn in militia whenever buildings are destroyed and unlock them to be created at TCs.

I can see Flemish Revolution having use in very late Imperial, just to skip all the upgrades for Champion, as it unlocks the unit for training in the Barracks. Especially as Burgundian Champions are kinda bad without Supplies or Gambesons and the attack bonus versus cavalry helps for dealing with scout-line units.
Though games very rarely get to go so long the Champion-role unit to counter trash units is of major importance.
Just beware of Samurai.

Flemish Revolution might not work most times because players try to make 170 villagers and no other military to support. Could work better with ~80 villagers and some cavalry+siege, plus some food stock pile to support the quick reboom of villagers

Also people play pretty dumb with the resulting army. Just because you have a ton of military doesn't mean you should just throw it away... well okay you can throw *some* of it away; you need to have enough pop to produce villagers. But beyond that...
