In summary, we don't mind stoping the whole traffic for a long period of time to get the body of a dead or seriously injured person but we don't want to stop the traffic for a brief period of time to allow people crossing safely and avoid the social costs of a dead or seriously injured person.

I played this on pier when visiting UK years ago!! Great fun and loved how you could see thrbriad and camera above your head showing how it worked.
