Other hunters actually also want to abuse the "apply damage later" mechanic of tide turner, so that the survivors can stay down even after tide turner ends. That's why in some cases, survivors would want to wait until tide turner ends and all damage has been applied, then they pop the cipher to make sure borrowed time can lift them back up. It's just so that Joseph's ways of applying damage can be very confusing, with the 1.5x hit and the camera damage projection stuff, so it's not really safe to pop cipher before knowing for sure borrowed time have real impact.
