I think we can say that Ravel modulates to the dominant key in the 6th bar, and closes the first section in G major. The harmonies in the bars 6 and 7 would be : II - V - I (a perfect cadence in G major), and the bar 8 is a little codetta, the confirmation of the new tonic key.
