It didn't help that Hbox got hate from Mango, then from Leffen. Mango through a really heated rivalery with a lot of trash talk and lack of sportmanship. Leffen did a litteral campaign of hate against puff and hbox lol, culminated by the crab which stopped it. Both Mango and Leffen had far bigger communities than Hbox back in the day, so Hbox was seen as the villain by a lot of people.

Networking stability and ping are far more important than PC specs. If you aren't sure if your computer can run melee, download slippi.gg and grab a melee 1.02 iso and play around with the settings in dolphin. Even my budget laptop from 2007 can run melee over slippi
swiss is a format type that is radically different from the typical format we use currently, rather than eliminating players in a tournament style format, each player plays a match in a pool to advance to the next smaller pool of victors/losers, again and again, winning brings you up one pool while losing lowers your pool. The people in the top pool/whatever the tournament organizer decides is called 'top cut', and then is placed in a single elimination bracket seeded by your Swiss ranking. Since Swiss provides you with an ample amount of leniency, the single elimination bracket is justified.
