He's singing it a few keys down to preserve his voice, if he's doing a full set or if he feels he can't hit those notes that day or whatever. Bon Jovi with the song "living on a prayer" was barely ever played/sang in the original key.
Also I kinda think Leto has knackered his voice a bit, especially considering he and the rest of the band hold the Guinness world record for most shows played in a year.
