  • The Government of Canada has further revised eligibility for CERB. Many Canadians who were previously ineligible are now eligible. This lecture explains the changes to the eligibility criteria.

    My wife is home to take care of our 2 year-old. She is on leave of absence and her employer notified Service Canada and sent her record of employment. She is getting CERB.

    9:00 Good point, bursaries and scholarships can't be counted as income, but TA income is considered income, you'll get regular looking T4's if you were, say, a graduate student doing TA work. Scholarships and awards are on the T4A's and aren't income.

    Notwithstanding the revised eligibility criteria given in the cra website, the following provisions still exist therein as follows:
    Eligibility periods
    :
    .........
    If you start working again after you get a CERB payment, and then stop working, you need to re-apply for the CERB. When you re-apply, you must confirm that for at least 14 days in a row, during the period you are applying for, you won't receive:
    employment income
    self-employment income
    ..........
    There is somehow a conflict or oversight in the revised requirement... And the mention of "You stopped or will stop working"... may not be relevant anymore considering that you can continue working with a receipt of less than $1000 within a period.

    Hi again, I wonder if I would now qualify. I worked on contract for a mat leave. It was supposed to be for ten months. I was let go after one month. The suggestion was I was not a good fit. Aka I’m 56. It’s the car business. I worked in it for years. It’s a brutal industry. Would this now qualify me? My previous situation was I was to start a job April 6. Never got put on payroll as they followed guidelines and laid off all but essential workers. They gave me my hiring pkg etc...but as I say. I was never on payroll. I was let go in October 2019 from the car dealership. I quit a job to go to the dealership. I’ve been looking after my Mom in terms of young her shopping etc...But she’s not ill from Covid-19...she is a senior. I did not apply for EI after I was let go, as I was only there one month and quit my previous job. PLEASE HELP 🤦‍♀️🤷‍♀️

    The CRA will be verifying that individuals are eligible to receive the benefit. In cases where claimants are found to be ineligible, they will be contacted to make arrangements to repay any applicable amounts.
    As part of the Canada Emergency Wage Subsidy, the CRA will be comparing employers’ payroll records with information provided by CERB claimants to ensure that individuals who have returned to work and who have therefore become ineligible for the CERB repay those amounts....."

    Those who returned to work became ineligible? So how then do you treat those who earned $1000 or less income? They will repay? Really?

    For those receiving ccp -d and had earning of 5000. How will the government deal with an 8000 taxable income with cerb and not loose your ccp-d. The earning cap is 5800.00

      you can apply because it says if its ur first claim, u must not earn more than $1000 in 14 consecutive days

    Sorry to ask u agai same question ... I had a car accident on July 10, two cars hit my car in the back and I got injured and then I got paid for the illness from July 14 to October 26 and October 26 - until February 1st icbc paid for my job loss. But I'm still sick. I have a lot of back ache and neck pain. With the closure of the school due to Covid 19, I am now caring for myself and my children very hardly.I have not quit my job although I have sent a doctor's note for my work. Please help me I have no other source of income ... Am I eligible for CERB? Thanx

    With the recent expansion of CERB eligibility that now includes seasonal workers etc. is there Any expectation / high profile suggestion / pressure to further expand coverage to Canadian expats living abroad (who do declare (to the CRA) their income earned while living abroad ? Who can be contacted to glean any information on the likelihood, or lack thereof, of Any assistance coming down the pike that might apply to the 2.8 Million Canadian citizens currently living abroad ? Any advice, updates, even "credible~rumors" would be greatly appreciated. Thanks !!!

    Hi, I have a few questions about my eligibility criteria. I stuck in India because of COVID-19 and couldn't start my job on 30th March 2019. My Concern is that am I eligible for the cerb payment period 15 March - 11 April or should I wait for the next payment period.
    I meet the following requirements:
    -earned $5000 last year
    - reside in Canada
    - haven't quit my job

    Here's a good question for all: For the person that meets all the eligibility criteria, whom made a claim for CERB and received it, yet went over the 1000$ by 1001$-1060$ (1$ to 60$) at the end of the period, because of X reason (had to stay longer at work), the Government will claw back the totality of the 2k claim for a few dollars over OR, will ask some type of tax or perhaps reimbursement on that revenue? It would seem very unlikely that for the person in dire need of CERB, would be penalized for a couple dollars over. Thoughts?

    So people that are currently working who makes more than 1k but less than 2k, isn't eligible? Thats horrible. I thought they changed it to people who's earning less than 2500 are now eligible?

    If my ei ends on July and I apply for CERB, would I receive the 4 months or its going to be 3 months only as they limited the period until October 3,2020

      Only until October 3, 2020 unless the government extends the benefits time period.

    What about un paid leave? For example, I work at a call center. We have already introduced the work from home option, but some people are un able to work from home. They are keeping the center open for the people who cant work from home. People are taking an un paid leave of absence due to this. Would I be eligible for this benefit, if I chose to take an LOA because I am un able to work from home, and dont feel comfortable coming into the workplace amid the covid situation?

      If unpaid LOA is approved, and you meet other conditions, you should be eligible for CERB.

    i got lay off at Dec 27,2019, the code is A. i was looking for a job before covid 19, and i applied EI on March 18, and i'm still waiting for the EI decision making, i called many times but nobody pick up the phone, i have been waiting for weeks, i made more than 5000 last year, do i eligibility for cerb?

      Here's the information from Service Canada website about the timeline for applying for regular benefits. "Always apply for EI benefits as soon as you stop working. You can apply for benefits even if you have not yet received your Record of Employment (ROE). If you delay filing your claim for benefits for more than four weeks after your last day of work, you may lose benefits."
      applying on March 18 (more than 4 weeks) since your last day of work may disentitle you to E.I. regular benefits. I suspect this is what's happening. Did you not file online? You should check the status online. Also make sure that your address with Service Canada is correct, as they may have sent you lettermail.
      Regarding CERB, if you can argue that the end of your employment was somehow related to COVID-19, you may qualify for CERB.

    Thanks for the info. I am more certain now that I do not qualify for CERB but I did apply and got the first payment. I also applied for the 2nd term. How and when will I be notified? Shouldn't the system know somewhat as you apply or after you've finished application? Thanks in advance

      The CERB application is based on self-declaration of eligibility. If you are ineligible, you can voluntarily refund the payment to CRA.

    If my EI stopped exactly on December 29th, am I eligible?

      You would be enrolled directly into CERB EI=CERB after 15 March 2020.

    Hey, I’ve been getting a lot of confusion regarding the subsequent CERB because some people say that you are required to stay off the work completely and then like you said that I can still apply for it if I am making under $1000. I’d appreciate if you could clarify.

      Less than $1,000 is correct; the eligibility requirements were revised, as I mentioned in the lecture.

    Thank you for the info! My gross is more than $1000 per month even through net is less than 1k, which makes me ineligible for CERB, but do you think I can get the first initial payment since the $1000 requirement is only for 14 days not the full four week period??

      I believe so, if you meet the conditions for the first 4-week period.

I am still working part time and I make a little above $1000 every month. i am thinking if i should apply for the first period because my 14day income is amounting to $500+ only. what do u think? shall i go ahead and apply?

      My question to is understanding the initial period of 14 consecutive days I made $1000 or less in the first 14 days and in the days after 14 days I made $500 so is that what they mean since it's the first period to help transition people over they make initial period relaxed ?

      your EI remains unused and you can avail of it (reapply) after the CERB is consumed, if you still qualify for EI at that time...

    Thank you for the information. In regards to my situation I was on maternity leave last year until July 2019. I was supposed to go back to work in July but my job informed me my position was terminated due to non-cause. I was given severance pay until November. I applied for EI in December but was denied due to insufficient hours. I had 629 hours and needed 700 to be approved. I made the 5K requirement in 2019 but I have not found work and with the covid, no one is hiring now. Do you think I would be approved for CERB or no?

      Likely not. But you should consult with an employment lawyer as you may have a human rights claim against the former employer.

      There are strict time limit to apply for regular EI. Please check whether you submitted your E.I. application within the requisite time period. This may affect your eligibility for EI/CERB.

    The actual CERB application on revenue canada still says we must have stopped working and will not work.. and havent worked for 14 consecutive days ..then it says we need to have not earnd over $1000 from employment ... its creating major anxiety as my son applied for the first time period and then we saw the ..Must have not worked.. part ...is there anyway you can help get this fixed.. everyone is tweeting it out asking for someone to revise the wording...

      I won't recommend it though, as the E.I. application is more complicated (unless you are also entitled to regular E.I. benefits). I suggest you create a MYCRA account and apply through there.

    I'm confused with the CERB and my situation. I was in close contact with an employee that had tested positive for covid 19 and was ordered by my company to stay home and self isolate for 14 days. In these 14 days I would not be earning more than a $1000. But I would be going back to work and in the next 14 consecutive days I would be earning more than a thousand. These 28 days run in the same eligibility period. Am I still eligible for the CERB? When I contacted the CRA I was told that I would have to pay it back.

      i would of course rely on CRA's advice, but my reading of the guidelines is different. My understanding is that for "your" first eligibility period, if the income is less than $1,000 in 14 consecutive days, you are eligible for CERB. That said, the wording of the guidelines is not clear, as it only refers to the "first" eligibility period. Does that mean March 15 to April 11 only? i am not certain.
      In any event, you should apply for EI Illness benefits, as you seem to be eligible for that.

      It sounds like a voluntary resignation, unless you are on approved leave of absence. if the absence is related to COVID-19, you could be eligible for CERB. I don't believe you will be eligible for E.I. though.

    very informative video. i have a question though. I work at starbucks but am not currently working at the moment. I’ve been asked to go back to work may 19th but i didn’t want to go back because i didn’t want to put myself at risk . If i take a leave of absence am i still eligible for cerb? and if i do have to go to work , if i make less than $1000 am i still eligible? Thank you

      Please check out the video on right to refuse work. A leave of absence must be approved by your employer. If you do earn less than $1,000 in the four-week benefit period, you could be eligible for CERB provided you meet all other conditions.

    Great job! I’m in the gig economy, have small CPP DISABILITY pension AND Earn SEASONAL WAGES For odd jobs when tumour pain is not bad and Dr says ok to work / paint . in the summer I earn informally on average of 2-4K per summer, per year. But also have dividend income from Canadian companies of 5k per year. Overseas right now ( trapped while volunteering with the poor) in quarantine here , and next week I’ll start my quarantine in Canada. My gosh!!!! I think I qualify but can’t get through to CRA from here . What’s your best guess? Many thanks Sir 🙏 .

      One option could be that you apply for it (based on your genuine belief that you are indeed eligible). Once you connect with CRA later and find out that your understanding was not correct, you can refund. Only a suggestion.

      You Counsel I got through to rep in the CERB department, got his name and number. Explained our of country and in quarantine like conditions, trapped here from doing volunteering, on small CPP disability pension earned over 5k and only earn small amounts over small amounts over spring and summer. Back in one week, then another two weeks of quarantine, and other . He stated yes, I was eligible. I save his name number and details of call.

    I work in a grocery store and have mostly made less than $1000 per month this year as I am a university student. I still have this job and work the same few hours even with reduced store hours as I am still in school but I am also fearful to work more as the possibility of exposure is high. I'm not sure whether to apply as I still work the same small amount (about 12-16 hours a week) because we cannot stop work, but I do not make $1000 per month currently. Should I apply?

      You Counsel yes I meet all other conditions, I was just unsure because my hours have not been directly reduced as a result of COVID but I still make less than $1000 a month as I was before and my store has reduced its hours of operation significantly.

      I have a pending pay which my employer sends today and put date of last 14 days.. on paystub
      Pay is 400+
      Will there be any problem?

    I have one question for the first claim which was from March 15 to April 11. I earned $980 for the first 2 weeks from March 15 to March 29. For the rest of 2 weeks from March 29 to April 11, I earned $800. So, can you tell me whether I am eligible for the first claim, please? Thank you very much. I appreciate it.

    I got laid off November 2019, but my Mom was sick, I go back and take care of her, just to get back to Canada in February 2020 and got my EI, my EI less than $ 2000 /m. My EI the middle of October.2020 finish.I always working hard until laid off, when my EI finish can apply CERB? If I couldn't apply CERB, that is very unfair to me!!!

      If your E.I. expires before October 3, 2020, you can apply for CERB at that time.

      Thank you. If you are receiving benefits through E.I., then follow the E.I. reporting requirements. If you are receiving through CERB, you must apply every four weeks. The second four-week period commenced on April 13.

    The new criteria says less than $1000 a month does that mean from March.15 to April.11 and. April.12 to May.10 or just less than $1000 in the month of March and April?

      I don't believe it is calendar month. It should coincide with the benefits period i.e. March 15 to April 11 and onward.

      @@YouCounsel but what if PayPeriod falls in two benefits periods? My situation: Will I be legible if I got less than $1000 gross for the working weeks of April 4 to 17th (worked less than 10 hrs a week due to shortage of work because of pandemia)? Not sure if my work will pick up after...

      @@dariad5042 from March 15th to April 11 ..for first payment you can't have made over $1000 in 14 days out of the month from employment or self employment and for each period after (april12 onward) you can't have earned over $1000 in the 4 week payment period from employment or self employment.

    How long we can get employment insurance emergency benefit , 14 weeks or 12 weeks?, if we couldn’t find any job after this period what we have to do? EI can be extend or not.?

      CERB is for a maximum of 16 weeks. if you are entitled to EI regular benefits, those benefits are for a much longer period (around 10 months or so).

    Hi! I get biweekly paycheques. I got laid off on April 30 th. So I applied for cerb for may 10 to June 6 period. But since I get biweekly paycheques my pay for last week of April came on 15th May and it was just slightly more than 1000 dollars. Meanwhile I also got cerb payment for May 10 to June 6 period of 2000 dollars. Does that mean I am not eligible for may 10 to June 6 period? Please guide. I didn't think I would get more than 1000 in for the last week pay. I am confused now

      If Your Pay Goes more than $1000 a month before Tax you aren't elidgable from my understanding.

    Hi, i have worked four days in the last 14 days of first period ( march 15 - April 11) after that i was layed off. But my company decided to pay my vaccation pay for the last 10 months together with that pay for four days and i recieved 1182$ all together on april 17th. So will i be eligible to apply cerb for the first period of march 15 to april 11?

      Self-isolation must be approved by the employer. if it's considered voluntary resignation, you will not be eligible for CERB.

      There is no reporting for CERB, unless you are no longer elibile (for example, if you started working again). But you have to reapply for each benefits period.

    So a friend of mine applied on April 6, first day applications launched, and he wasn’t aware that he had to apply on Thursday that week since his birthday is in Nov. Would he have to re apply on that Thursday again or does it automatically put him on that bracket for birthdays or does his application just go through since he applied on that day already? Thanks

      Depends whether your stoppage of work is approved leave of absence. If the employer considers this as voluntary resignation, you will not be eligible.

    I am on work permit and have worked more than 20,000 last year and 700 hours.
    I went back to india in November 2019 and came back Canada on 4 march 2020.
    Didn't got any job because of covid19 as most of jobs are on hold
    I am eligible for Cerb or EI ?

    hello sir, i have worked till dec 25th of last year (i had no EI) , had to quit a job because i moved to another province. I got a job recently this april 2020, but they didn't dispatch me or didnt start the work as the projects were pushed back. Am i eligible to apply for CERB

      Unlikely, but you may argue that you had a binding employment offer which got delayed due to COVID-19. The best way to confirm this by contacting CRA.

    I have my own business and I work for a non-profit. I bring in about $2300 a month from the non-profit and previously about $1500-2000 /month from my business. Since COVID my business has slowed incredibly to about $500/ month. Am I eligible for the benefit? Thanks so much for the great video!

    I do uber eat and its a contract work ...now can I reduce my hours on uber so I can earn less then 1000 and apply for cerb?...because uber is still operating can I can not resign...should I do uber and risk myself or just don't driver uber and apply for cerb?

      You could be eligible based on reduced hours (less than $1,000 per month). if you resign, you will not be eligible.

      You would not have resigned because as an UBER driver you are an independent contractor. You are not an employee of UBER.

      Independent contractors do qualify for CERB but I hesitate on saying whether or not you qualify based on your circumstance. The best call would be to call CRA and see if you can speak to someone directly regarding your situation. You will probably have a hard time getting through to someone though, given their high call volume presently. Best to call first thing when they open.

      Same for me ! I worked at a seasonal resort and have been unemployed not receiving e.i benefits have had 0 income since Oct/Nov. I also had a job contract starting April 15th - Nov 31st and now have not started work due to covid19 closing it.... I made over 647 hours and 10k ! I'm receiving the benefit but am afraid to have to pay it all back !... hope this means I was legitimately eligible and they cover people whom are seasonal .

      Seasonal workers are eligible as long as they are eligible for EI or have exhausted EI between December 29, 2019 and October 3, 2020.
      @David Chico and @Sasha Alexandria: based on the information you have provided, it seems neither of you is eligible for CERB. Please to double-check with CRA to be certain.

      Yes, but please make sure you meet other eligibility conditions e.g. reason for the stoppage of earlier work (note: voluntary resignation makes you ineligible).

    Im confused as to the wording " For at least 14 days in a row during the 4-week payment period, you do not expect to receive more than $1,000 (before taxes) from employment"... Does it mean you do not earn more than $1000 for two weeks in a row or the 14 days, so its okay to earn more than $1000 for the entire 4 weeks for the first period of MArch 15 to April 11 ? Or what does this really mean. Its very confusing.

    I am a international student doing part time job . Due to lock down I have no work for 2 weeks. So I applied for cerb for march 15 to april 11th slot and got cad 2000. I earned cad 5000 in 2019
    In april 19th I joined duty and worked
    for 48 hours and earned cad 800. After that due to fever and throat infection I informed my employer
    about my sickness and he allowed me to take isolation. Am I eligible for
    Cerb

      It's based on income not hours. If she is making less than $1,000 per month due to reduced hours, she can be eligible if she meets other conditions.

      If you earn less than $1K per month and meet other conditions, you may qualify for CERB.
      Alternatively, you may be eligible for some E.I., if you qualify the insurable hours and income requirements.

I had earned more than $5000, laid off, international student worked part time, residing in canada. Does it matter whether I am eligible for EI or not.     Basically, I've understood all the eligibility criteria, but mine is bit different,
    I've earned More than 5K last year
    I am part time construction worker, I received my first pay yesterday for the first month which is about $800(reduced hours). I havne't applied for the CERB OR the EI before !!, as I was working for less hours. Could you please tell me If I fall under the category to receive the benefits of CERB ?

    Could you please explain that whether my wife (part time worker at grocery store) is eligible to apply for the first period:
    - Hear earnings for first 14 subsequent days (14 Mar to 28 Mar): $900
    - 29 March to 10 April: $ 850
    So basically she is getting more than $1000 in first month but less than $1000 in 14 days period, is she eligible?

      @@shubhambhardwaj5292 If you're being offered shifts but not taking them you technically qualify but your work will grown on it and it's kinda gaming the system. Apply if you actually need the money and cant work. If you just dont want to work, dont bother.

      The pay you received in April 16 is for the older period of work, so it does not make you ineligible for CERB.

    Hi there, Can someone help me if I am eligible or not eligible for CERB? I was having fever last month March 18, so I called telehealth and the nurse asked me to stay home for 14 days, fever was gone on the 10th day. So after 14 days isolation, I told my manager I am not going to work for April because I am afraid I will catch again and I have two kids need to taking care, So I applied CERB last month and I got my $2000, but on my ROE is leave of absence with code N. Do I need to paid back the CERB later because my ROE code is leave of absence?
