Receive side IR photodiode, and the TO100 can opamp is very likely being used as a inverting buffer, running the photodiode into a virtual ground, and then the ceramic package is probably a quad opamp package, used to square up the signal and transmit it down the cable, where the computer on board decodes the modulated IR beam, used to identify the particular laser transmitter, and then sends a RF signal to the referees, telling them target X was hit by shooter Y, so they can send an estimated BDA to the tank, so they have to emulate damage and a fix time.

Hamamatsu makes similar looking diodes but common to other vendors as well.
The german pronounciation is almost accurate - mind that "Ä" must be pronounced like german "E" not german "A"!
