There are actually various factors including skillsets, location, etc that we haven't release a video on. It was supposedly on our content plan but everything halted due to the pandemic and we haven't had time to restart it yet. In the beginning on the project, it would definitely be beneficial to hire a consultant who have been there done that because that way you'll be able to get up and running much faster. You can always hire a CTO once you have an MVP to take over further iterations.
You can definitely put that as the first question to ask your developer. The factors are not in any particular order so feel free to use it in any order you prefer. Hope this helps!✌️
