For me I was only part of my cheer team and just did regular classes plus 2 colleges classes, speech and english my senior year with a 3.6 gpa. I also had about only 20 hours volunteer time and I didn’t even submit my ACT scores and I got in! They seem to accept a lot of students so just go for it I bet you’ll get in!

as a local it probably has something to do with 1. the lack of focus on majors not relating to natural sciences (marine sci, biology, oceanography, etc) or local medicine, 2. the lack of a traditional college experience (greek life is not something locals are interested in) or 3. the isolation as you are an ocean away from anything that is not hawaii.
