Personally I feel that education and training should be prioritised in terms of development. The more education the youth “people of tomorrow “ are, the better the country will develop,because there will be in improvement of Technology, shifting of ideology’s for the better, this will also lead to a steady birth rate (in terms of population growth) because people will be focused on their careers, leading to more tax payer’s. Allowing development to happen at a faster rate. Hence as I conclude education should be the main thing prioritised for countries development. ( example of this is china)

To answer your question, I would pick a few for a nation such as mine (PNG) Roads, Access to basic services, Health and Education Skills Training. But I think the key fundamental service would be to get basic services to every part of my country.
Because country "A" looted country "B" and fueled their industrial revolution and left country "B" in a poor situation that it was impossible to come over it...
