Common Baloch, especially youth, is thoroughly and deeply misguided. They have a reversed concept of friend and foe. Since the time of ZA Bhutto, the federal govt of Pakistan has been seriously wanting to socially upgrade Balochistan at grassroot level. The tribal system has, however, been effectively thwarting these honest and well meaning efforts. As very rightly pointed out by Gulzar himself, most of the development funds regularly allocated to the provincial govt have always been misappropriated by the political (tribal) leadership in connivance with the corrupt and spineless bureocracy. It serves the tribal politicians three sinister ways: 1. Personal financial gains with no accountability. 2. Continuous source of propaganda against fed govt for the consumption of illiterate and illinformed common man that they are being deprived of funds earned through sale of resources of Balochistan. 3. Non-deveopment of roads, schools and health facilities. This ensures that the poor ppl of Balochistan continue to remain in the suppressive system of tribalism. When in early 1970s, Bhutto tried to bypass the tribal lords and undertake development works directly through federal agencies like FWO, the tribal leaders brainwashed the Balochs tribesmen and incited them for insurgency against the 'infidel Army/fed govt'. This insurgency is continuing till date in one form or the other. Result is that money that could have been spent on the uplift and welfare of Baloch ppl is being spent on insurgency and counter insurgency. Vicious circle goes on with active support from local and foreign forces with vested interest in its perpetuation.
Why state was giving crores to sardars? Why should state leave baloches under the mercy of sardars? Why Islamabad teams up with sardars always to rule baloches? They take direct action against them when they challenged them but no action for common people of Baluchistan. State is totally absent in Baluchistan.
