Best kind of character to play in a delta green campaign would be a conspiracy theorist like Mulder.

Nah, its really the opposite! Both the Program and the Outlaws pick Agents out based on them being cool under pressure, keeping focus and being able to keep a secret.
In the Viscid pregen adventure there's a potential Friendly who desperately wants to connect the dots like a conspiracy theorist so it all makes sense, and the adventure expressly states that he will be a massive liability for that reason
