This even stretches to what would happen if Soundwave made a bid for Decepticon leadership as his first orders would have probably been to get Megatron back and restore his rule. Soundwave's undying loyalty means that it would be very hard for anyone to usurp Megatron's command as the communications officer will report any signs of treachery almost immediately.

If it came down to Purging all Autobots and leading Cybertron to Rule the Galaxy, or keeping Megatron alive, he would most certainly go for the Leading Cybertron one.
