I like that Johnny Cage is comic relief both in-universe and in-series; just that little touch of "yeah, despite the dark themes and imagery, it's also kinda silly" that helps add flavour to the game

It's later established that he did this so the Elder Gods would restore his family and clan, but the Elder Gods restore them as revenants instead of as humans which is why Scorpion turns against them. It's non-canon though.
It might be something like Raiden searching for champion in Mortal Kombat (MK1) and Scorpion's thirst for vengeance (he killed Sub-Zero I after winning him in kombat) lead Raiden choosing Liu Kang instead. Basically Scorpion chose his own immediate gratification instead of looking at long-term solutions. As result of that Sub-Zero I has become Noob Saibot - Quan Chi's personal assassin. Sub-Zero I was complicit (how much varies) in massacre which killed Scorpion's clan and family.
