Hi Lori! Our colors should be applied to pre-lightened clean, dry hair. We don't recommend conditioning the hair right before applying the color, because some conditioners can act as a barrier, not allowing the color to properly adhere (this is especially true of deep conditioning treatments). :)
This is so colorful and a HEADTURNER for sure... I had never heard of the BUBBLE TECHNIQUE before... until a stylist at ULTA did it.
