Yes I realized that orange was neutral to me because I got a pastel orange bag and all my warm wardrobe went perfect with it. So I agree the neutral will depend on your palette and your style!
For sure metallics I think are neutral as much as black or glittery... because they'll match an outfit beautifully... now if by neutral people mean understated that's different because I don't do understated bags... I spend so much money on them I want them to be special and loud.
