Depends how it's done. Besides rough numerical comparisions are not exactly great. Dictators on the lists are clearly to blame for they clearly caused this by unnecessary, criminal decisions. Empires on the other hand are obviously responsible for death of people, but often they don't have a choice, or they actually choose the lesser evil but modern people don't understand that reasoning often is not a realistic option, so they support things like getting rid of Kaddafi and then they have Pikachu face that situation got far worse instead of better.
