You are right but in addition Toppo's form was poor because he had thrown away his ideals and nature and so he was in disharmony. Vegeta's version is much better aligned with his nature -- but still imperfect as he can't outright beat Granolah because deep down he thinks Granolah is justified in trying to take revenge. The inability to fully commit is why he apologizes to Beerus. Another error that is commonly made is that damage = power for Vegeta. But its not. Damage = Vegeta gets more battle thirsty which allows his instincts to be given even more free reign increasing his power. If Vegeta learned to further unfetter his instincts without taking damage, the same thing would happen. Thats why his UE continues to evolve and grown stronger against GAS who he does not feel any compunction about destroying unlike Granolah. Vegeta keeps getting stronger against Gas until the moment he passes out. Finally Vegeta does evidence a hakai shield. In his initial transformation Granolah fires shots at the pillar of energy and the shots fizzle out because they were destroyed. Vegeta base at beginning of TOP to base Vegeta at end of TOP. It is a fact that in general, a base Toppo is equal to relative to an Ssb Vegeta. Vegeta cannot defeat base Toppo in Ssb with absolute ease. And even if those things were still a bit jumbled here and there, the point I was trying to make still stands, which is Toppo's multiplier is trash compared to Ultra Ego. The gap in power between a Base and God Toppo is wayyyy much smaller than the Gap between a Base Vegeta and an Ultra Ego Vegeta.
