The Win10/11 explorer will try to load a bunch of UWP junk that Wine definitely isn't equipped to handle. And for the Win7 explorer, it won't run on any Windows version that doesn't report itself as 7, so initially, you need to set Wine to Win7 compatibility mode. But still, the Win7 explorer asked for some Terminal Services RDP junk that Wine has no business caring about. The safe thing is probably to tell Explorer that this isn't a remotable session. Modifying the Wine sourcecode to stub the unimplemented function will likely get you a bit farther, but nowhere close to actually running. Explorer has several dependencies that are not being considered in this experiment. For reference, check the PEBakery scripts that install explorer into Windows PE. Explorer needs a heck of a lotta DLLs and registry keys... The easiest shells to get running are probably ReactOS's and Windows NT/2000/XP's anyway.
Explorer from Vista and later won’t work without also including the correct MUI file from the C:\Windows\en-us\explorer.exe.mui in an en-us folder alongside the explorer executable (note that the file name has to also be the same apart from the .mui extension so for explorer7.exe you would need the file in en-us\explorer7.exe.mui). Obviously the MUI file has to be taken from the same version of Windows as the main explorer executable

The original Windows NT Explorer that has no dependencies on the IE 4 Active Desktop would likely be the easiest and most simple one to run

you can't launch that because need some dll files which u not have, in logs: dll missing api-ms...
try older windows explorer and see if one works also try puting dlls and see if a missing dll is the problem
