Knowing Shields, he probably noticed something Gambit didn't and acted accordingly. From what I've seen of him in AAI2, dude's pretty sharp, and he's okay at reading people too.
He could, but he needs writers who can actually develop his character/make him more than just "Reminisce on the IS-7 Incident." Ray was handled mostly poorly in GK2, in my opinion. Sidenote: his "jokes" weren't funny at all. His only real saving graces are his character design and incredible music theme (Brooce's remix, too).

I love investigation games first was rough a bit but second is a masterpiece and while Phoenix games split themselves into investigation-Trial-investigation-Trial-NOT GUILTY there it all is less disjointed and I love that
