Here are some of the references:

pretty much factual, actually. That gemstone Great Britain was hiding in the carton is the Kohinoor diamond, that was taken/stolen/looted/obtained from India and was set in the Queen Mother's Crown. It's displayed in the Tower of London where it sits pretty as a part of the Crown Jewels.
And yes, hangings were pretty common back in the days as well as the other things mentioned.

Almost all jokes are made on fellow celebrities and their personal life which he doesn't have a clue about.
The bit that was delivered like a speech was basically a dig at the current political scenario in India. Basically all the things mentioned there were exactly the things that have been happening in India lately--students jailed for protesting, media being controlled, Indian civilians in areas like Kashmir etc being killed, et al.

when Britain says , "call me Raj" ... it's actually making two points... First, Raj is a Hindi word which means rule, kingdom, empire. Thus, it was taken into the British dictionary to imply the British Empire. They called themselves British Raj in India. Second, Raj is a very popular Indian name for boys. And SRK in most of his films have played the role of a romantic lover boy with the name Raj and in all such films it's exactly the way he used to introduce himself to his love interest. Also, all of his romantic films are shot in western countries. Implying the lust of Britain for India and the love hate relationship where we hate them for oppressing us and on the other hand love Cricket, Shakespare, parliamentary system of politics which are all taken from British culture. I am not sure, if this is exactly what the script writer was thinking but that's my interpretation.

And the pun is that there is a very famous and loved Bollywood movie that had the male lead called "Raj" and he had a famous dialogue that goes "Raj, you must've heard my name".
