I've had this AR code for years. The CPU usually gets 4th-7th, rarely gets 2nd-3rd, and very rarely gets 1st and 8th. The CPU always slows down in 1st and always speeds up when in 8th hence why it's very rare.

I used to race cpus in teams until everyone hit 999 points as a kid, some patterns I noticed with hard cpus is that:
1. Two characters will always be on top, every race they will alternate on who will have priority. In teams the game will ensure one member on each side is dominant. If they are in the wrong spot, the one in first (not counting player) will slow down until the one who is supposed to be dominant is back in first.
2. One racer on hard mode will NEVER get a startup boost. It’s random if 1 or 2 other racers don’t get a startup boost, but the dominant 2 will always get it.
3. Not counting the player, if 2 dominant racers are not in the top 2 spots then the rest of the racers ahead of them will slow down until the dominant catches up.
4. Any racer that isn’t the dominant 2, including the one that never gets a startup boost won’t pass another cpu or generally they won’t go faster than the one in front of them unless they are drifting or using a speed item. Side note: the higher acceleration a cpu has, the better they perform.
5. When one of the dominant players is far behind, the ones in front will speed up to catch up to all the other non dominant players and will only slow down once they are the top non dominant player. When the dominant player passes, the non dominant ones will stop erratically speeding up and slowing down to obey the other rules
I can’t remember how team friendly fire works. I think cpus randomly drop bananas behind them, they’ll spam blue shells even if team is in first. If a teammate is in front of another teammate in placement order, the one behind will not throw shells forward. If they’re surrounded by teammates then I believe they prioritize throwing backwards.
