I have the TP4 and it has the same clip. I don’t think it’s meant to be used standalone, but you insert the clip into your pants pocket (or maybe a leg strap) along with using the belt loop. The pocket clip prevents the bottom of the bag from flapping around and banging against your leg. That’s how I see it anyway.
