Maybe the PV's looks simple due to no decoration, but I think they want to make it like this because they just want to show their dance and the main theme is Ayumi's dancing in this Hall is the one in Ayumi's hometown, so the meaning is more than making a luxurious PV to memorize her contribution to the group.
Ako was missing because it was during her resting due to injury or something (I forgot the details) I laughed out loud when you said the mv looks cheap because that was my exact first thought, but the song has started to grow on me after listening to it a few times
