Such procedures and similar rules are also in Pakistan but city, municipal governments, city& town planning/ building control depts. are totally ineffective and made incompetent by design, The political parties and agencies never strengthened the local governments, only embezzled un-auditable operational & development budgets for decades - plundered the resources which were supposed to develop a healthy civic environment and infrastructure. Money's in billions funneled to Edgware in UK and off shore accounts of Dubai and Canada by marauders.

Because when you sell or rent it out, others safety will be involved. Also neighbors are effected. Fire hazards can effect the whole towns.
I like the check and control.
It's for public safety.
Edit:- Government also wants to check if private contractor worked properly for the homeowners.
