Is film ka villain he 2.0. Actually, the script didn't demand 2.0. Chitti was sufficient to defeat him but the reused the same pattern of Enthiran. In Enthiran, Dr Vohra made Chitti into 2.0 and in this film, his son Vohra released the Pakshirajan and led to revival of 2.0 and indirectly creation of 3.0. Pakshirajan controlling Vashikaran like a ghost spoiled the movie. They could have updated the chitti to grant him the ability to research and create new inventions like 2.0 but only for betterment of humanity. This way, Chitti and 2.0 would have become completely opposite of each other. In robot 3, they could have setup that 2.0's chip has been stolen by some mad scientist and he installed it in his own robot, eventually leading into the climax of Chitty vs 2.0.
