aws lambda function to start and stop ec2 instance with tag value

How can I find all the untagged resources from all the regions and then stop them?

Can we autostart ec2 from multiple regions using same lambda function by adding that regions in lambda code ec2_connection statement?

By changing region not only help. Need to give cross region access as well
