Fixing have changed incredibly over the years. As a young Electrical Apprentice my first experience was called a "Jumping Tool" which you hit with a hammer and turned it around. It was permitted to hit your fist ass well. But Masonary bits came along and saved my lefthand first finger knuckle. I liked the Lead anchour, I can imagine it moulding to the hole better than a plastic anchour. Not sure about the concrete ones though. Maybe in shear but I can see them pulling out on an axial load.
    Thank you.

Cinder block and concrete block are not the same thing.
Cinder block is made from coal ash (i.e. cinder) and Portland cement. It is not suitable for building foundation walls because it isn't very strong. You could easily make a gash in it by hitting it with a hammer, for example. If you dropped a cinder block, it would certainly break into several pieces. It was used for interior non load-bearing walls in industrial buildings. I remember an old strip mall basement where the foundation walls were made of poured concrete and the interior walls separating the individual store basements were made of cinder block - not concrete block. These interior walls were not load bearing. There were steel girders and columns that supported the floor above and the cinder block filled in the space between the columns to separate the individual store basements.
The best way to mount anything on cinder block is with plastic anchors and screws. (Same as you would for sheet rock, although cinder block is much stronger that sheet rock.) You don't need a hammer drill, just a cheap masonry bit and a regular drill will easily make a hole. In fact, an ordinary high speed drill bit will also work, but it will wear out quickly. It's best not to hang anything too heavy on cinder block even if it seems to be securely fastened.
It was a way of using an industrial by-product (coal ash) instead of discarding it, and it was very cheap to produce. I don't think that cinder block has been produced for many decades. Now, only concrete block is produced.
Concrete block is made of concrete as the name suggests. (i.e. Fine aggregate, sand, and Portland cement.) It is MUCH, MUCH stronger than cinder block and is suitable for use in load bearing walls. You need a hammer drill and a good masonry bit to drill into it. If you go to a masonry supply yard and buy "cinder block", you can be sure that it's actually concrete block.
