  • Residents of a La Habra condo complex who have been living with a growing sinkhole since 2019 are now dealing with a second sinkhole, and many of them are angry that repairs still haven't been made. Rick Chambers reports for KTLA 5 News at 10, Mar. 16, 2023.

      Correct, that is a design problem, not a sink hole.
      The owner\builder should be responsible for installing 100's of tons of weight on top of an old drain field system.
      We're not even allowed to drive on them ! ffs.

      Yup, that drainage canal cap was not designed properly, should’ve been a lot thicker and maybe deeper too

    The city allowed the Condos to be built on this location and city inspectors should have forced the removal of the capped drain. Instead the city allowed the contractor to cover the area with dirt to hide the problem. The city and the contractors are clearly to blame.

      You win. Best response. I agree this goes back to "do no harm." The CITY knew this was a shoddy location to build. Case closed. Pay ALL homeowners the market price for their condos. Then send in the demolition crew. Solved. Move on.

      If I'm not mistaken, there's actually a law that was passed not long ago to where after 1 year, contractors are not responsible. On the flip side, *"inspectors"* are never held accountable.

    All condo/renters need to deposit their HOA fees into an escrow account until this is completely repaired. They also need to renegotiate HOA fees for not being able to use facilities they've been paying for years.

      Why are renters paying into the HOA in the first place? Isn't that covered by the landlord they rent from? I guess it's part of the rental fee?

      City Planner, Risk Management and the City Civil Engineer ALL had to "approve" the construction of the condos.
      Also City Planning Commission.
      Who were the "Consultants" the city "contracted" with ?
      I'm sure they pay the city utility tax on time.

    yall should do some research into these contractors and engineers who worked on this project, see what other projects they did around the time this was done. this is some seriously gross negligence and malpractice, everything they worked on should be investigated

    terrifying and heartbreaking. The owners of these condos cannot sell them now. The party responsible for fixing this would be, in my opinion, are whatever city engineers approved this construction in the first place. Not the condo owners or the HOA.

    The city is responsible. That’s why permits and inspections are done, to make sure a building site is safe. The inspectors work for the city.

    Yeah theres a lot of that happened in California. I dont know how these construction companies and developers get away with building on those unstable foundation , They try to cover up old sites that just end up collapsing on the foundation , then ever thing starts to crack and fall apart. Then ever thing is so expensive because you have to have regulations and permits because of this situation.

    Builders get away with all kinds of violations and sign offs of inspections. At my townhouse, while remodeling the bathroom, I discovered 1/2 the insulation was missing from the ceiling. After the 1994 Northridge earthquake repairs to our lowest level revealed that water barriers were not properly installed. In addition, a very long block wall had not been properly reinforced or built with required support pillars. All of these oversights were totally ignored during initial construction.

    Seems like multiple contractors and investors had their hands on the property. The first one did the thin concreting and then new handlers without realizing how thin the contrete was, might have assumed a solid ground. To give the courtyard elevation they filled it with mud.

      Not that easy, did they have permission to put 6 feet of dirt on top of a thin layer of concrete? Someone is negligent. No way you look at a thin hollow piece of concrete and not rate the weight it can handle.

    It was a scam from the beginning that area was built...🤔whose idea was it to cover a watered down area with 6ft of dirt & then build an entire complex over it but the part that's left to the owners responsibility over the ditch area...smh..they should sue whoever approved that construction to be built on that foundation & called it safe & ok to do..on another note does that mean we own property all the way down to the earth core? I mean since the earth is caving in & the owners gotta pay?

    When you build fast and sell property to the higher paid😂 there will be a sink hole in sfv a hill that was turned into condos, its funny as a kid the hill was a bike spot with under caves,😮 topanga canyon just past parthenia toward chatsworth to the left you cant miss 8t. But it was another rushed project. Sadly kids who know still see cave area and all that weight will be unbearable soon. You heard it here first

    Who should be paying to fix the Sinkhole? The HOA and the Condo Tenants! Had friends who lived in attached Condos, and when 1 of their Roof Leaks and need new Roofing, the Whole Residents living in that Complex had to Chip in to pay for just the Repairs!

    Feels like the city is responsible for approving the project. There is no way a structural engineer approved this. Those pipes would never hold, not to mention roots from those trees probably contributed to additional damage. Someone's hands got greased to get that going. Terrible situation getting worse for lack of action.

      Do we know if the city actually approved it. And even so, that might not make the city responsible. If the city approves your poorly built electrical and it goes bad, I'm not sure the city is liable for replacing it. The homeowner likely would still have to replace it and be indemnified by the builder.

      Poor planning. Think about it. Why do you think the actual apartments are flanking the area where the pipe is. Whoever the architect is and the company that built these buildings didn't do this right. The city, the county, or whose eve jurisdiction this falls under is responsible for checking and inspecting the projects. Before,during, and after completion. Is a sad situation of hot potato.

    Depending on the neighborhood ethnicity,I think that has an issue? I live in a mostly Hispanic community And we have a city street that is a busy fairway that has not been repaired in over 12 years from water damage! The whole street has bubbled up into almost a jumping ramp. They had to put barricades to slow people down for 12 years on this one street.
    If this was Beverly Hills, Orange County, Thousand Oaks Newberry Park Malibu, it would be taken care of right away the following days!

    Look for Meadow Creek in Scranton, PA news story. Same thing happened and the city was sued and lost. The creek was much smaller but same thing. Old underground creek that runs behind and UNDER many houses collapsed. They have made repairs with more long-term replacement to come.

    At least it's between structures now and something can be done. Not much an issue in this geology until I see a 3-ft diameter section of front compound begin to sag. A pipe connector failed and was feeding a steady water supply into the whole area; 5 feet of saturation (rocky clay, fortunately). Rather disconcerting for the "solid" ground to decide different.

    My parents house had the road replaced and discovered they hadn’t replaced the pipes underneath when one of them ruptured about a week later and created a 10 foot wide, 6 foot deep sinkhole. They had to patch the brand new road.

    I'm the same situation here in Texas, we don't have access to our property from the main street, we enter thru an alley the have sinkhole called the city for maintenance! Said is a personal property not able to fixed! Luckily I'm close to one of the main entrance I fixed myself one of the sinkhole I'm a 69yrs old lady is a shame the city is not able to do nothing.

    La Habra got their money from the builder's permits and the tenants taxes. Unless the city specifically restricted placing soil and trees over the area, they should never have approved the building permit and should be held liable today. I suspect good old corruption at city hall. Tenets need to LAWYER UP now.

    La Habra only cares about permit fees. Same as with the McColl WWII approved dumping ground for oil sludge. We used to ride our dirt bikes there and called it the Tar Pits as there was an area where if you stopped, you would start to sink.

    The only thing needed in area that colapsed was more dirt to fill it in. The filled in area becomes a safe zone in the courtyard and keep the rest fenced off for safety. In time it will all colapse and can be filled in as it does. I am sure the residents would be happy to at least have part of the courtyard open for use.

    I am seeing several unstable road surfaces at Beach Blvd. and Imperial Hwy area. So this could be not only problem for that specific condos but for the whole area.

    The HOA should be fixing the issue reguarless and then suing the city, even if they don't think it their responsibility. It's called mitigating damages, if the HOA doesn't fix it and it gets worse any additional damages will be on the HOA

    Who owns the pipe, the city, the county, the State, or the HOA? You have to look back at 1979 records when the condos were built.

    Whoever was responsible for approving the development of that property on that site without dealing with the infrastructure issues before construction began is who should be held responsible now. “The City” had to approve plans and give permits and “The City” should have been aware of what infrastructure issues that existed at the time it approved construction. The people running the “The City” now are probably completely different people than those who ran it at the time of planning approvals and permits but “The City” is still responsible for this problem. When cities build high density housing units like condos on a piece of land they reap far greater municipal e taxes from the condo owners than they would if the land was not developed or had been developed as far fewer single family homes. Its time “The City” looked after its residents and its responsibilities.

    How long does it take to get a building permit in California? And you see negligence like this that is put off !! People are leaving California in droves

    I only know half of everything, but it seems that a series of wells need to be drilled along the course of the old canal which, (if pumped and monitored over time), would dry up.

    Sinkholes are formed when the land surface above collapses or sinks into the cavities or when surface material is carried downward into the voids. Drought, along with resulting high groundwater withdrawals, can make conditions favorable for sinkholes to form.

    Wow! It’s probably the easiest fix because it’s not a true sink hole. It’s a collapsed tunnel that the contractor covered over because they didn’t want too deal with it! At least they didn’t build structures on top of it!

    In the UK there is rigorous soil testing before the land is considered for building on.Unless it is ONE private persons enterprise.If they build on unsafe ground they have to pull the property down. They are billed for this. What happened here? Well there are so many wooden homes in America, there must be some different rules. We would call them sheds in Europe.

    That’s not called a sinkhole that’s called a cave in so who put the dirt and trees over a drain channel and the cover over the drain channel?

    Im pretty sure the engineer knew this would happen that is why no house was was built on top of that canal. They approved to build a yard instead just incase the thin walls of the canal would collapse. City engineers, inspectors, approvers should be responsible for this mistake and should fix this problem. Construction contractors will build anything anywhere and try to make it as safe as possible. It is the inspectors job to make sure the job is done correctly and by the book and law. Its as if they engineers never ran a test on the canals concrete walls.

    Wtf! Who approved this project?? It’s pretty common sense that a old tunnel won’t withstand that much weight. Especially with saturated soil on top.

    Another revealing thing is that they knowingly did not build the condos over that area only the court yard.
    They thought they might get away with it by placing lesser weight on top of the tunnel rather than risking the full weight of the condos being built a top of this tunnel.
