To be honest, in situations where past spotlighting only reveals more hopelessness in a situation you don't have the power to change... why would you cover it?
In one sense it only reveals the ineptness of the people you'd like to help. After awhile all you can do is leave them alone and focus your attention on something you can actually do something about. In the country (rural America) old folks often just didn't draw fruitless attention to the plight of hopeless family members because it only spotlighted their shame and no one saw that as productive.
No matter who you are or where you come from... who wants to invest in something that shows no hope of being productive... to be fair.
At some point someone will send aid because it makes themselves look inhumane not to. However, there's no guarantee that, in the long run, it will help. Assuredly, in some scenario, it will actually hurt.

Look up the 2 articles "US sanctions ex-Israeli general [ Israel Ziv ] for $150 million in arms sales to South Sudan" and "US lifts sanctions on ex-IDF general accused of arms sales to South Sudan" which appear on "The Times of Israel" website. Isreal sells weapons to both sides of conflict in South Sudan, but denies it and claims it was helping the country with its agriculture. I could not find any articles about how Isreal has actually helped South Sudan with agriculture.

Some people are just incapable of self-governance. I think we have to either acknowledge that these cultures are inferior and forcefully help them. Or we need to simply leave them be and pretend they don’t exist.

Another war caused by racist Biden. A vote for Joe means vote for another war. Disgusting. All this was literally on his list of goals. And y’all voted for it. Ignorant Americans
