They didn't take a year off in 1994, they were relegated because they scored too low. Between 1993 and 2003 there were several systems in place for relegation before the introduction of the semifinal in 2004
the reason why Slovenia Croatia and the other ex Yugoslavian countries did well in the early 2000s but not in the 10's was because when televoting was brought in all those countries just voted for each other. so back then when they only had 1 semi final they would almost always qualify since they had each other's votes. but in 2008 they brought in two semi finals where countries were split into each semi final and they could only vote in that semi final so those 6 or 7 ex-Yugoslavian countries/their neighbours that always gave each other high points were no longer guaranteed the 6 or 7 high points, instead 3 or 4 because the other half were in the other semi final

This is why Slovenia missed out in 1994 (2000 was probably their own decision). And this is also why 2004 was not in Vilnius 😂 (Lithuania was relegated after a bad result in 2002).
When you said that you don't know how Zala and Gasper from 2019 qualified, well, I don't know if you concluded that after that couple of seconds of the song, but they deservedly qualified, a simple song but a lot of chemistry. However, now that I've seen how many times Slovenia didn't qualify, it's almost a little unfair. Let's say Joker Out, Maraaya, Tinkara Kovač, Maja Keuc should be higher. But there were also a lot of really bad songs.
