You're right that effects you mention at the end like Foretell won't let you draw a card with Ketramose, but they can be used to bump up his number of cards exiled if you're trying to get him online sooner. Doomskar is phenomenal this way since it can be foretold early (getting that 7 count up) and then used as a board wipe when you have enough exiled / need an emergency button and then you can keep Ketramose around to slam into opponents.
I think the reasoning is the cards technically aren't being "exiled" from the battlefield, they're being put into the graveyard, but they never make it to the graveyard because of the enchantment. So, at no point are they being exiled from either the battlefield or the graveyard.
@@PubStompMTG So with these out things like counterspells will go straight to exile from the stack, so they won’t trigger the commander and draw you cards. Now if you use something like a kill spell, the destroyed permanent will indeed trigger the commander, but the kill spell itself wouldn’t I copied this from the final paragraph from a reddit post regarding this.
As long as the card was from the battlefield, leyline will actually bypass the graveyard directly into exile, triggering Ketramose. In short it works, just limiting to the cards on battlefield only.
It would probably make the card a tad worse, but I'd have rather it worked on any turn but only once per turn. Just so I don't feel bad saving my interaction for other people's turns.

Are we sure the Leyline effects don't work? Because it replaces them going to the GY it would count as them being exiled from the battlefield, yes?
I saw a post about how it doesn't work on the cedh reddit, but it could be wrong.
