I 100% agree that Tailwind exists and became popular primarily because React didn't have a good built-in CSS solution. Tailwind has a few upsides vs scoped styles in Vue, but the opposite is also true.
Even with vue i love tailwind. I love to just write what i want instead of going up and down or change file
