In theory you can use integer numbers with decimal points. I do that in my code at some place, where 125 means 1.25. It's mostly because I only wanted to use integers in a class, and there were some values with decimal places, so I resorted to that. So maybe Primeagen had to do the same... in the title.
To be fair there are Directors who never shipped anything and are now sailing the world with their yhatts and a severance pay that is on generational wealth level from these companies.
TPMs can get away with not doing much in Amazon tbh. PMs can transition to that role, and I've tried to get the TPMs in my team do the work they were hired for - liaise technically with other teams and get us the alignment we / they need - and they tend to do a poor job of it. More crazy is that I know of 2 full teams of engineers who do nothing. They reassign all their tickets to other teams, push back on all tasks, spend forever "writing docs" - all because their SDM, and their SDM's manager facilitate this approach. Its quite infuriating, especially because a "good" SDM at Amazon is one who stack ranks and gets rid of the lowest performing team member, so its always a bloodbath and you always feel like you have to work more.
