go to quest then go to city quest then scroll down until you find shirtless then it’s gone out the waypoint on him then you gotta go talk to him then you have the shirtless quest
you may have to go up there again later i went up there twice on my second time that’s when they gave me the quest so play a mycareer game and then go back

just be patient it’ll come just make sure you keep checking tho it’ll be up there sooner than later
