The Kamehameha, though initially stolen, is his by right of having completed Master Roshi's training. If Goku had not become Roshi's student then the technique would still be considered stolen.

Goku actually used to have a move of his own! The Janken, or Rock-Paper-Scissors Technique. But he stopped using that about halfway through the original Dragon Ball, sometime before Piccolo showed up.
The only move that Goku created was the Dragon Fist that he used during GT using it against Super 17 and against the Shadow Dragons., one of the moves, and the punch that killed King Piccolo.
