Generally, you need 3 times your waist measurement in fabric length plus 2 inches for seam allowance to make a skirt. e.g waist 30" will require 90" fabric length for full pleats.

I had already made the dress but didn't like the gathered skirt - made me look big on waist. So I am now trying to work out the size of pleat and how many pleats to add to the skirt to make it look even.

For wider pleats, You will use the same amount of fabric and mark larger spacing for the pleats . This will result in fewer # of individual pleats. but will fit the same circumference you're attaching it to.
It depends on how much pleats you want. For a lot of pleats, you'll need 3X the waist measurement, for a few, you'll need about double your waist measurements.

Yes, regardless of the width you choose , the markings are 3. repeated points . You pinch 1, skip 2 and lay it on 3 ,then you pin vertically .
