That's implied yes, but in the book itself(I forgot which book sorry) it says that William(Dave) made all the funtime animatronics except baby. Henry was manipulated into making baby and then used the machine to kill himself, William also made the illusion disc according to the books. Dont trust the google search(if you did one) my friend has let me read the books he had and it opened a lot of questions but also revealed a lot of answers. Please do some more research first and if I am wrong please correct me and I will go back and reread it. But for now my claim still stands
I've read all the original novels (though it has been a few years so my knowledge is pretty loose) but scott himself stated that not everything in the novels is canon, though it does help fill gaps in the lore. Ima explain what happened in the suit of springbonnie so the springlocks shut off crushing his ribs in place to his organs making them in critical condition bending and extending his arms and legs breaking down his feet to flat and his neck got ripped and pulled and his eyes were thrown out of their sockets his jaw broke in half and his head was also snapped open

It was indirectly William's fault since William was the one who built the animatronic, yes it was directly Michael's fault, due to him being the one who put Chris in Fredbears mouth, but William made Fredbears jaw way stronger than it needed to be. (And it wasn't the springlocks that killed Chris, since the animatronic wasn't in suit mode, so there was no reason for the jaw being that strong)
