my best guess is that the energy excites the reactivity of the electrons & thus they resonate quicker. think about the location of these electrons going from sp^3 to sp^2 bond character: the atom is being pulled closer to the carbon by the pi orbital overlap. thus it rotates faster compared to solely a sigma bond

How temperature effect the signals
With the increasing temperature the two signals in aliphatic region will come closer and merge into one signal after a particular temperature.
