Since I haven't seen it in the comments, I'll leave my interpretation here: The detective is intentionally not finding Waldo. While clearly watching still, he's refusing to acknowledge him as found and simply waiting to see what he'll do if he's never confronted or approached like he has done before. It also falls hand in hand with Waldo's last claim that the restaurant was the last time they would "meet." I think this is implied by the very long timer counting all the way down with no location being chosen like normal. Waldo wants to be approached, but isn't receiving that.

That hand motion was Waldo checking if he's still got a grip on his powers, after three years of lying low and not using them. But hey, that's just a theory, a Flesh Boiling theory!
