- West Yorkshire Police knew of nine women who had fears for their safety before they were killed by a man they knew, BBC Newsnight has found.
In two of the killings, the police did not conduct proper risk assessments when the women had reported domestic abuse to the force.
The police said it has "implemented recommendations" and provided domestic abuse training to staff since the deaths of the women.
BBC Newsnight’s Yasminara Khan has been investigating what happened.

It seems British police are completely useless before a victim dies. You first die to get help. They're extremely allergic to a living victim.

The police here in the United States are the same way. They don’t show up during the crime. They show up after the crime and take notes. That’s all they’re good for.
To be fair, the police are also quite useless after a victim dies. Uselessness is their speciality.
Sad but only some people can actually speak and understand or act in accordance with current language been implemented things like riskassessment, potential threat, act of violence how to prevent it are known to some people and only a few of them really know the right procedure!
A relative of mine was a victim of domestic violence for six years. She repeatedly begged the police for help. Their response was that they would take action when she was dead. She eventually managed to escape the situation with her two children but only when her husband found a new victim. Ten years later, her ex-husband was seeing a nurse who had recently split from her husband. This nurse stole insulin from the hospital she was working at and used it to kill herself and her two children, both under ten. I often think that if the police had taken my sister seriously, that woman and her children would still be alive.

@@muckle8 no, he didn’t, because Paula didn’t leave a note implicating him and to all intents and purposes had done what she did voluntarily. But the police knew that she was seeing him and interviewed my sister to get a better picture of him. After the interview they said to her ‘you were married to a psychopath’, which of course we all knew. So, no, he got off Scot-free and it was put down to her marriage ending. Basically, her ex-husband, who had had his children taken from him, got the blame! Fortunately, the psychopath in question died a few years ago, so he can’t harm anyone else now.
I ran from an abusive relationship. He sent the police to look for me. Upon finding me, I explained why I couldn't go back. They asked if I had family nearby and when I said no, they advised me to go back home coz "I have no one else". Two weeks later he held me hostage, beat me, broke my ribs, jaw and attacked me with a samurai sword, had his mother stitch it up in the kitchen and then burned the wound with an iron. I got septicemia and that was my only way out. I was failed by the police, they wouldn't let me go home, they wouldn't find me alternative accommodation. Then to add insult to injury, it finally got to court and the judge read out my new address and postcode while the guy was in the dock
The lady is right, this is not just a failure to protect women, but enabling men to believe what they are doing is not that bad.
I agree women should be protected. Now let's not generalise half the population.

Stop making it about you. This is about how the silence of men affects other women.
💯 Men fail to see the connection between the poor behaviour of other men and how it affects the women around them. When it comes to anti racism, most decent people bandied around regardless of race as they could see how it would positively impact the collective. When it comes to women however, it’s a different story, even though they have wives, mothers, girlfriends, sisters, aunts and nieces. The silence is deafening.
The men who abuse know what they're doing is bad. Just like anyone else commiting crimes. But, if they aren't punished or even investigated for their behaviour, then they continue to do it because they can. Not all men are bad but the bad men that there are continue to do bad things as long as they can get away with it. It's control and power in their hands.
the problem is some of these policemen are also abusers and therefore will not bother with such cases leaving already vulnerable women at risk of harm. This is terrible.

Elephant in the room is that police forces have a higher than average rate of domestic abusers in the profession.

I read that 30 police and support officers were convicted of sexual crimes in just one year (around 2021- 2022, I think). It was in the Guardian or Telegraph.
How scary is that? 30 in one year in just one profession for one particular type of crime. The profession where you're supposed to protect people. Is there even another group that exists that has such high numbers?
@stephaniefarrant1898 that is incredibly scary, especially considering that the Police have been subject to a Super Complaint from a group of domestic violence charities relating to around the same period for ignoring domestic abuse cases against officers in service. Makes you wonder what the real number of should be. ...and that's not counting the other types of complaints made.

What the hell is medium risk for domestic violence??? These risk assessments are an absolute joke. A woman’s safety cannot be determined by a clip board and the person behind the clip board who is not engaged in the lived experience. Domestic abuse is about violence. Women are at risk for serious harm and homicide from the first assault going forward. Decent, caring men would never hit women. Not ever.
It doesn't usually start with physical hitting. My ex didn't even use death threats until one month before he assaulted me. They play a psychological long game and you don't even know that you are being emotionally manipulated.
My so called husband made me think and I still do think it's all in my head that he stole from me wouldn't wear protection never let me have my own money told me to stay away from my family & not to talk to the neighbours not to makea noise only clean up when he wasn't in not to ask for money for food or anything else and it was my fault I had children the list is to long to go on 😢
The legal system does not act pre-emptively. It only takes action once an offence is commited.

I was being abused and threatened by a now ex,and when i reported him to the police about my safety for my life,they said there was nothing they could do as no crime had been committed. They only took action when he tried to kill me and even then it was a poor effort on their part. Useless beyond useless!

Similar situation here in Switzerland. They always tell us that they can't do anything until he commits a crime. In other words, until he inflicts at least one wound, I am on my own.

A woman down the road was arrested a few years ago. She called 999 because she saw, through her window, some men assaulting a beat police officer in the street outside. The men had disappeared by the time of back-up police arrrival. They didn't catch the assailants, but during her witness statement in her own home, the police arrested her for owning 25g weed. They had smelled a vague scent in the air, used that as a basis for a search and found it in her knicker drawer in her bedroom. She was hancuffed, dumped unceremoniously into the back of a police car and taken away. She suffered from MS. She arrived back home the next day in a taxi, weeping and in acute pain. The police had refused her both medication and medical assistance during her overnight stay at the police station. They didn't even give her anything to eat or drink.
That sounds about right.

Police are a joke. They go after easy arrests and happily mess up decent peoples lives. It sounded like these officers just wanted an arrest and couldn’t appreciate the fact this woman called in to report one of their own being in danger. They wonder why many people don’t like or trust them.

It’s well known that the police are badly led by officers more concerned with their careers and as a result are not fit for purpose.

So basically the government did lots of cuts into the NHS and while if you have cancer you get seen within a week, with mental health you are pretty much left to your own devices. The sad thing is that the pressures of modern society are making people more and more mentally ill. Mental health all over the world is collapsing. Japan, Korea, singapore, America. Doesn't matter how ruch the country is if it doesnt invest in its population and treats them as expendable.

I'm so sorry for those mothers. But if anyone reading this is in a relationship with someone who has been violent and is talking about death, please don't wait for the police to do something. Inform them, sure, then leave your area, go to another part of the country, and start again. I know that's not always easy to do, but it's essential, and better than being murdered, for sure.
It's not as easy as that... victims need money, they may have children in local schools, also they are abused and terrified of there own shadows.
You can do all these steps and still be murdered by your violent ex. There are so many cases where the women did everything in their power and the police still gravelly failed them! A man that wants you dead will find a way if he isn't stopped.

A recurring theme in these cases is that the police were already aware of the issues before the tragedies. Too many times, the police are called, but they do not follow up.
Justice system has failed on every level. From initial contact to the sentencing.

Some years ago, I myself asked the police for help when myself and my 3 small children where being stalked by an ex , the police told me there was nothing much they can do until it's too late....the man used to get into my home when I wasn't there and do things , take things etc, the police never even investigated him, i later found out the man had a history of stalking his ex partners and had even been arrested for abduction, accused of attempted murder....
We lived in fear, everyday , it took over a year until he became bored and moved onto his next victim...
I done everything I possibly could to protect my children and myself, we got no help from anyone, thankfully we survived and im greatful every day for that because there are so many who have been failed by the police and have died .
If you are a working class person, in fear of your life , protect yourself, because the police only protect the wealthy and famous people...

Arrested 9 times under the mental health act but never sectioned, that's worrying. On a journalistic note (someone's got to) a man is 3 times more likely to be killed in our country than a woman but the murder rate for both sexes is going down year on year as it is in many western countries.

They meet their KPIs based on arrests and convictions. That's their focus. Unless there is hope of an arrest or a conviction they treat it as low priority preventative social work - probably doesn't even have a KPI assigned to it.
this goes on far too much ,my own daughter has a stalker she reported it in zero done about it, in fact she had to really push to get it logged and we still dont know if it was logged ,now when she goes out she phones me and I stay on the line with her until she gets back home safely, this is no way to live her life its a bloody national disgrace, who can we trust if we cant trust our police to act.
yes, it is absolutely terrible. Have she contacted Nationall stalking Helpline, she needs to changer her ruin, have a body cam, door well cam, house panic alarms etc
This is chilling. These were all real human beings, heartbreaking. My heart goes out to the families left in the wake of the tragedies.
Also it's not always the police. In my case the police were very helpful in the west Midlands. But the crown prosecution service would not charge him. The police were very frustrated

I think women need to understand males nature and look throughout history what they done to women.

No the perpetrator of the crime is 100% responsible. I understand that the police have failed in sorting these abusers out, but so does the court it is a vicious circle. Until such people are completely removed from society it will continue. Abusers come from homes , how have they been brought up and by who, how does an adult have such a lack of self control, respect and intelligence ?
My stepfather was a cop, held the rank of chief of police, but he told me once if I was ever in a situation that was life threatening, not to wait for the cops to get there, fight like hell if I could because by the time the cops get there, I could be dead. Having seen more than a few aunts and an uncle who were victims of DV, I had and have no problem fighting back. And my son and husband makes sure I know what to do to defend myself.
Time & again police around the world fail women in these situations. When are they going to start doing things responibly for women or any abuse victim for that matter.

DV needs to be prioritised. Funding for specialist police ho be trained in recognising risk and protection of victims is obviously so, so overdue. I'm afraid it is not only the British police is useless, in Poland we have enormous problem with domestic violence, 80% of victims are women, police do nothing until tragedy is occur. Last week in the center of Warsaw there was horrible, brutal crime: girl 25years old was brutaly raped on the street and the surveillance recording shown that there were people on the street who saw everything and could help but no one did. Girl died in hospital. Police quicly found the man but I'm angry at people who chose not to help .

Police have a general "public duty, of protection" but that "no specific legal duty of protection exists". That exists only for a person in custody.
What on earth is going on, this sad information should be aird over and over again for people to wake up.

They're too busy harassing random ppl, 6 cars for 1 person. They were called to my address for DV the man who tried to kill me found himself bk at my home they questioned me in front of him, i was scared he'd also convinced me in the 1hr n 40mins wait for them that he'd leave me alone if i didn’t get him arrested as if i made him attack me, while i was in front of him i said i was ok, they left and he tried to kill me again, i had to wound him seriously to stop him, and make it worse he convinced me that id go to prison, so i nursed him until he got better, so in effect i was a hostage until my sister realised what was going on, she gave me the strength and support to get him out. Its been almost a yr and I'm still on edge.

Seems like mental health support is non existant, this man was a problem but he was left without any guidance. The Police have to cover social work and social care jobs now. As a father this is the worst nightmare, things have to change, we need more support for mental health or this will happen more and more as it is happening.
Are you suggesting that weekly talk therapy would keep him from killing her? Let's see what this program suggests about that.

If your child is suicidal they need to actually have been in A&E from suicide before you can get social care help. Services are cut so much the Police are having to do social care jobs. A policeperson may have to take someone home, settle them and even cook them a meal as they know this will keep them off the streets and get into bad situations. These people are sick and need healthcare, our system is screwed and we the general public have to live with it. Its a disgrace.

You have hijacked the conversation which is about violent crimes against women and how women are not protected by the police. Added to this the men who commit violent crimes against women are not people with mental health issues, only when it comes to pleading their case in court which further puts women at risk of violent crimes without the support and protection from the police and CPS.

How could they act if they were told not to. And here we come back to the issue that everyone should have the right to decide if they want or need the help not to be judged by the police. And if they should be forced into taking action on a person
I am not sure how large West Yorkshire is, and no amount of women should be in killed after seeking help. However, 9 people in 4 years is a really good statistic if you compare it to anywhere in the us where there is a university. I know it doesn’t bring those 9 people back. It makes me seriously question where I live.

You would think that adequate training (given the type of job the police do) would be required before they are put on duty. Governments are thick, and the people are even thicker. The solution is to stay away from these people and these high-crime areas. Is it me, or is common sense not so common anymore regarding dangers?

Clearly, if the area is high crime then obviously you need to be careful who you meet and hang around with. Here is the crime rate: Annual crime rate in West Yorkshire county is 60.4 crimes per annum per 1000 workday people as of January 2024. Compared to the national crime rate, West Yorkshire's crime rate is at 170%. Violent crime makes up 41.2% of all crimes reported in the county. As you can see its a very dangerous place to live.

My sister had to put up with beatings for 15 years by her husband while living in both England & Ireland. Police didn't notice anything despite him constantly being in trouble with them for driving or drinking offenses. She often had black eyes/bruises. Left her with scars on her lips. Beat her with a wire in front of neighbors in the streets in Ireland one occasion.
Me or one of my brothers often gave him a good hiding whenever we caught him or heard about it. Wasn't ever enough. Police should of read the signs, protected her.
She's free from him today, after he gave her the final beating, my brother caught up with him & beat his day lights out, then told our sister she can't ever take him back for the sake of herself & her kids. Shes finally free but no thanks to the English & Irish police.
It takes nine dead women before a department is investigated? The way we punish crimes shows how much a society cares and what it cares about. Domestic abuse like child predation should be severely punished but are not because our laws are made to protect the criminals. People follow laws so long as the judicial system works. When it stops working, people take matters into their own hands. Next parent or victim may just take out the threat instead of bothering with police that have blood on their hands, including the blood of the unborn child.

Its the same very thing that happens here in the States. Often times victims have to go to extraordinary ends to be believed and even then, law enforcement does very little. They did fail her beautiful daughter as they do time and time again in some many places.

My sister is in 24 hours pain because of two metal cages in her spine and neck and she told police who did nothing. Dead now so too late. This world is sick.
An Garda Siochana, the Irish police, are just as negligent. And the male officers are notorious for downplaying abuse, even insofar as to refuse to include victims words in police statements, if they even bother to take a statement. It's disgraceful. So many men are abusive, and it's just considered normal.

In the UK you have no rights to Self Defense like in the US. This is terrible. We would have a firearm to defend ourselves because we realize you cannot depend on the government to defend you. You need to be your own defender.
I get that, but then with more guns in circulation, it's easier for criminals to get a hand on them by stealing them from licensed holders right? That's why you guys have way more gun crime than us after accounting for population size difference
And more likely the gun would be used on you by the abuser, usually in a murder/suicide.
Don't be daft, the US murder rate is way way higher and part of the reason is being awash with guns.
Of course you have a right to self-defence in the UK. Just not the right to shoot someone dead if they knock on your front door mistakenly or reverse their car in your drive etc.

The so called justice system allows the perpetrators to have all the rights which gives them greater control over their victims. If a victim tries to protect themselves or retaliates the 'justice' system will work against them and not in their favour. I used to volunteer for a women’s shelter and there were many women who spent time in prison because they tried to protect themselves from abusive partners. There are no laws that protect victims defending themselves.

A couple years ago, my sister returned to her parked car around 6pm within an area in NW London. After 30 seconds of returning, she was surrounded by 8 males who were threatening her that she had damaged one of their cars and therefore won't be moving until she paid up. They had even threatened her multiple times.
She did not do anything of the sort, rang the police imminently, who responded with "don't waste our time, no crime has been committed".

Selling / taking NOX, this was prior to it being made illegal,
the police basically said she needed to go outside to be sure of what the youths were doing, she asked for a car to just drive by to see what they were doing, police said they didn’t have resources and it was low priority as they would be responding to other calls like RTAs, she pointed out that kids taking NOX in a car could quite easily lead to an RTA and they basically said they would respond if there was an incident, policing should be about prevention, it’s failing everyday!
I left a partner through domestic violence, he set my front door on fire, trashed my home, tried to run me over, stalked me because I wouldn’t get back together with him, he got a master key to the block of flats and would let himself in to the block, he used to sit in the loft of the communal hall of the flats, he kidnapped me and took me to a country lane and beat me and thrown me down a ditch at the end of a farmer’s field, he came back and dragged me out and then dumped me out on a road, he broke into my flat and pinned me on the floor and tried stabbing me in the chest with decorating scissors, but I grabbed them, they cut my hand open, I moved into a woman’s refuge, he came to the door banging on it, they moved me to another one, I eventually moved to a city from a town to get away from him, the police would arrest him, and he would be out the next day and if he seen me in the street, he would chase me and attack me,nothing happened to him, and all I got was a keychain alarm that makes a sound and offended a bed a woman’s refuge, there is no laws to protect women in the uk from violent partners or ex partners, im so sorry for this woman and her unborn child that they had to suffer through lack of protection ❤❤
