They could arest homeless because it was illegal not to have job ( which you would also get home with) so there were basically no homeless people and those who were were either given option to get a job or get sent into prison. So that's probably how this legend came by.

If you were really disabled to the point you couldn't work, you would just be "encouraged" to get sent to one place called "house of handicaps", where all disabled people were (so like nursing home but for disabled) which honestly would feel like prison sometimes. All your property would be confiscated, of course. Theoretically, I think you _could_ live as a disabled, but I believe like 99+% of disabled would get sent anyways. Also I'm not sure if they retained the right to keep the apartment. Also my mom would tell me how there were police patrols and checks at random time on the streets during the weekdays. You needed to always have a written proof that you worked shifts, or couldn't work, or in a maternity leave etc. If you couldn't provide it you would be arrested and charged. Loitering, homelessness, unemployment, etc were strictly controlled and dealt with. A lso changing the job was EXTREMELY difficult (because you needed the permission from your _previous_ employer on top of your new employer, obviously) and it was often problematic, so most people ended up working their lives at the same place... In other words, life in the Soviet Union sucked.

I think it comes from a European folk creature with similar features. The Streetlight is one I only know that was told around in my city and old town in Canada. This is only at night; when walking around at night, should any of the streetlights flicker would signal that there is danger around that light, or that it is the sign of THE danger around it. The light flickering and moving to each light closer and closer to the observer is much like the Whistling Man, and means you're being targeted and are in danger. It can be as small as having a hallucination of a person, or something totally unnatural and bone-chilling. These are the only two I actually recall, but there's probably more entertaining ones.

I am from Czechia and I unfortunately must say... Its real. Yes the black ambulance did at one point exist. They killed about 12 people. The story claims they killed hundreds but in reality it was only 12.

We have "black" private ambulances here in the UK such as the one in the last slide and these are generally used by coroners etc for transportation of body bags to and from places of study or to funeral homes.
I've seen my nan and pap both picked up once they'd died at home. Coroners collect in blacked out estates or vans. They are kitted like an ambulance to lift, lock the wheels etc of a gurney that the body is strapped to.
