It all depends, in rural areas transportation can be pretty bad or almost non existant, but small to mid size cities usually have excellent pubic transportation.
I'm slow traveling in Europe and currently in Spain. Enjoyed Portugal ,people seemed helpful and it had beautiful accomodations at a great price . Spain I find very different. Horrible food and worse service , loud talking in restaurants, overrated hotels and vacation rentals and stuffy people. Of all in Western Europe Spain is my least favorite. Prefer Italy , France and others .. Sorry Spain , you're circling the drain..
Restaurants in Spain are louder than Portugal, you are 100% right about it. About the rest, it really depends. Touristy places like Barcelona will be expensive and service might be frustrating. Smaller cities and less visited regions usually will offer the best Spanish experience (also price wise).
