No, the majority mainstream scholarly view is that it is not permissable at all, even against an enemy combatant. Most of these permissibility views came about in the 20th century. The clear rule is that suicide is totally haram, but these scholars made exceptions, which is not supported by the textual evidence. Muslim suicide bombing is a totally modern concept anyway due to Western imperialist invasions in the 20th/21st century and can't be attributed to Islam which is over 1400 years old.
